# ZTL: Italy's limited traffic zones

> A ZTL is a camera controlled zone where only registered plates may drive. The hours for Rome, Florence, Milan and Naples, and the cities we cannot map yet.

A ZTL, Zona a Traffico Limitato, is a restricted zone covering the historic center of most Italian cities, where cameras at the entry gates read every number plate and issue an automatic fine to any vehicle without a registered permit for that time band.

## How the system works, and how the fine reaches you

The mechanism is identical in the 5 cities documented below: cameras at the entry gates read every plate, authorization is tied to a plate and to a time band, and nothing stops you at the boundary. The penalty notice is issued afterwards, by post.

With a rental car the sequence has an extra step. The rental company receives the request for driver details, charges you an administrative fee for handling it, and that charge often lands on your card before the fine itself arrives from the municipality.

Those 5 cities are Rome, Florence, Milan, Naples and Bologna. Bologna is on the list on the strength of search results only, because the city's own pages are built client side and could not be read.

## Rome: five zones, and a Saturday that changes

Rome has 5 limited traffic zones, and the widest is the Tridente around via del Corso, which on Saturday stays on until 7:00 pm.

Public holidays are excluded from the Centro Storico. Night zones are suspended in August.

The system is controlled by 50 electronic gates, a figure taken from a descriptive page and never reconfirmed. Hours also change by temporary ordinance for events, so verify before you rely on them.

## Florence: the whole center, in five sectors

The entire historic center of Florence is a ZTL, divided into 5 sectors: A, B, O, F and G. In A, B and O it operates all year on working days, 7:30 am to 8:00 pm Monday to Friday and 7:30 am to 4:00 pm on Saturday.

A summer night ZTL is added from the first Thursday of April to the first Sunday of October, on Thursday, Friday and Saturday nights, indicatively 11:00 pm to 3:00 am, with exact dates fixed each year by ordinance. Some gates are closed 24 hours a day to everything except public transport and emergency vehicles.

## Milan: two different schemes with similar names

Area C is the paid ZTL of the city center, covering the Cerchia dei Bastioni: 7.50 euro a day for most vehicles, active Monday to Friday 7:30 am to 7:30 pm, holidays excluded.

Rates have applied since October 30, 2023.

Area B is a different animal: a low emission zone, far larger, with no ticket at all. It bans the most polluting vehicle classes on a rolling calendar, and the city says it acts on 65% of annual traffic emissions. Its exact perimeter and hours are not published on a page we could read, and the regional MoVe-In telematic box is the alternative for vehicles that would otherwise be banned.

## Naples: four gates in the old center

The Centro Antico of Naples is a ZTL with 4 electronic gates, and only the via del Sole one runs longer at the weekend.

Access is for residents, businesses inside the zone, deliveries, doctors on home visits, authorized public service vehicles and patients heading to clinics inside the area. Temporary permits are requested by email from the city. Naples has other ZTLs beyond the Centro Antico, at Mezzocannone, via Ferdinando Russo and Chiaia, which are not covered by the source above.

## The cities we cannot map yet

4 cities are documented here with hours from official pages: Rome, Florence, Milan and Naples. Bologna, Verona, Pisa, Siena, Lucca, Turin, Palermo and dozens of smaller towns also operate ZTLs, and we have no verified perimeter or timetable for them.

Treat any Italian historic center as restricted until you have checked. The safe move is to park outside the walls and walk in, which in most of these towns takes less time than finding a legal space inside.

### What is a ZTL in Italy?

A Zona a Traffico Limitato: the historic center of most Italian art cities, where only authorized vehicles may enter during set hours. Rome has 5 of them and Naples guards its old center with 4 camera gates. An unauthorized passage generates a fine automatically.

### What happens if I drive into a ZTL by mistake?

The gate camera reads your plate and a fine is issued automatically, with no warning at the roadside. With a rental car you get 2 charges: the company's administrative fee for passing on your details, which usually lands first, and then the fine itself.

### Is Milan's Area C a ZTL?

Yes, and it is a paid one. Area C covers the Cerchia dei Bastioni and costs 7.50 euro a day for most vehicles, Monday to Friday 7:30 am to 7:30 pm, holidays excluded. Late payment, within seven days, costs 22.50 euro.

### When is the Florence ZTL active?

The whole historic center is a ZTL in five sectors. In sectors A, B and O it runs all year, 7:30 am to 8:00 pm Monday to Friday and 7:30 am to 4:00 pm on Saturday, with an extra summer night ZTL from early April to early October.

### My hotel is inside a ZTL. What do I do?

Ask the hotel to register your plate before you arrive, since properties inside the zone can authorize guest vehicles. Rome alone has 5 ZTLs with different hours, so the permission has to match the specific zone and time band.
