Milan: every non hotel bed pays 9.50 a night

Milan has charged €3.00 to €12.00 per person per night since April 1, 2026, and every non hotel bed, from a B&B to a short let, pays a flat €9.50.

The hotel ladder starts at 3.00 and ends at 12.00

Rates in force since April 1, 2026: €3.00 per person per night in a one star hotel, €4.00 at two stars, €7.00 at three, €10.00 at four and €12.00 at five stars. Aparthotels follow the same shape at €4.00, €7.00 and €10.00 for two, three and four stars.

Youth hostels and open air sites pay €3.00, the same as a one star hotel. Case per ferie pay €7.00.

The €12.00 top rate is more than double the ordinary national ceiling of €5.00. The last section on this page explains how that is legal.

Every non hotel bed is 9.50

Lombard guesthouses, rooms for rent, holiday houses and apartments, B&Bs, inns and short lets all pay €9.50 per person per night. There is no gradation inside that group.

That flat rate is the number to carry into a price comparison. An apartment advertised below a three star hotel can arrive above it once €9.50 a head a night is added, and two people on four nights carry the charge eight times over.

It also removes a habit that works in other cities. In Milan you cannot dodge the tax by moving down the accommodation ladder, because the ladder is flat everywhere outside hotels.

Two things this page does not state

The maximum number of consecutive nights is not verified. The official table lists rates by category and no cap, so we print none rather than borrow one from another city's rules.

The transitional regime is the second gap. Between January 1 and March 31, 2026 different and higher rates applied to some categories, tied to the increase allowed by decree law 156¹ of 2025 for the Milano-Cortina Winter Games. That regime is not verified on a primary source and no figure for it appears here.

How a city gets past the 5.00 ceiling

The Italian bed tax rests on article 4 of legislative decree 23 of March 14, 2011, which fixes an ordinary ceiling of €5.00 per night and requires the charge to be graduated in proportion to the price of the stay.

Milan's €12.00 five star rate clears that ceiling under the derogation for comuni whose tourist presences run above twenty times the resident population, calculated on ISTAT figures for the previous three years. It is the same mechanism the other big Italian cities use.
