Rome: the bed tax runs 3.00 to 10.00 a night

Rome charges a bed tax of €3.00 to €10.00 per person per night depending on the category of the property, for a maximum of 10 consecutive nights in the same place.

The ladder, from 3.00 to 10.00

Rates were set by Giunta Capitolina decision 255¹ of July 17, 2023 and have applied since October 1, 2023: €4.00 per person per night in a one star hotel, €5.00 at two stars, €6.00 at three, €7.50 at four and €10.00 at five stars or above.

Outside the hotel classification the scale flattens. B&Bs, holiday houses and apartments in category 1, farm stays, country houses, case per ferie, aparthotels and short lets all sit at €6.00, holiday apartments in category 2 at €5.00, guest houses and rooms for rent from €5.00 to €7.00 by category, hostels and mountain refuges at €3.50, temporary parking areas at €3.00.

Read the category, not the price you paid. The tax is set by classification, so a cheap room in a four star hotel carries €7.50 a head while an expensive apartment carries €6.00, and two people in a hostel carry €3.50 each.

10 nights, and then it stops

The tax applies for a maximum of 10 consecutive nights in the same property, and for 5 nights at temporary parking areas.

That cap changes the arithmetic of a long stay. A twelve night booking in one hotel is charged for ten nights and the last two are free of it. Move to another property on night eight and the count restarts from zero, so the cap never arrives.

If you are staying two weeks and considering a mid trip change of address, this is one of the small reasons not to.

The 7.50 that guides print as 7.00

The official tariff table sets four star hotels at €7.50 per person per night. A number of online guides print €7.00 for the same category.

We flag it because it is the kind of error that survives for years: one wrong copy gets quoted, then quoted again, and the number acquires a life of its own. The source here is the tariff PDF published by Roma Capitale, confirmed on two of the city's own pages.

Exemptions are a different matter. Rome's rules do name exempt categories, but we could not verify them on a primary source, so this page lists none. Ask the property.

Why a city can charge more than 5.00

The Italian bed tax comes from article 4 of legislative decree 23 of March 14, 2011, which sets an ordinary ceiling of €5.00 per night and allows provincial capitals, unions of comuni and tourist comuni to apply it graduated in proportion to the price.

Rome charges €10.00 at the top, twice the ordinary ceiling, under the derogation for comuni whose tourist presences exceed twenty times the resident population, measured on ISTAT data for the previous three years. That derogation is the legal reason your Rome invoice looks different from one in a small town.

Which district: what we can and cannot say

There is no verified neighborhood dataset behind this site, so this page ranks no district and recommends none. Inventing one would be easy and would be worse than the gap.

What we can price is the part that is written down. The bed tax runs €3.00 to €10.00 per person per night with a 10 night cap, and it is charged per head, so a family pays it four times over. Small hosts collect it in cash on arrival, so keep notes.
