Italy's climate runs from an annual mean of 37.86°F (3.2°C) at Passo Rolle in the Dolomites to 62.8°F (17.1°C5) at Naples, which is a bigger spread than any month of the calendar produces, and it is why the season question is really an altitude question.
The numbers are 30-year normals, not forecasts
Every temperature here is a 1991 to 2020 climatological normal computed by the Air Force meteorological service and submitted to the World Meteorological Organization, which received 84 Italian stations. A monthly value exists only where at least 24 of the 30 years are valid, so nothing here is filled in.
That also means they describe a typical month, not next week. A heat wave sits above these lines by definition, and the ISPRA homogenized series for the same period is the independent check.
Rome and Milan are two different climates
Rome averages 60.4°F (15.8°C2) over the year at Ciampino, Milan 57.6°F (14.2°C3) at Linate, and the annual figures hide the part that matters. In January Rome sits at 45.5°F (7.5°C) and Milan at 37.86°F (3.2°C), with an average Milanese low of 31.3°F (-0.4°C).
Summer inverts the ranking narrowly: Milan's July mean of 77.2°F (25.1°C3) sits just under Rome's August 77.7°F (25.4°C2), but Milan's warmest month is July and Rome's is August. Rome's average August high is 88.9°F (31.6°C).
Altitude beats latitude every time
Passo Rolle, at 2,004 m in the Dolomites, averages 37.86°F (3.2°C) over the year against 62.8°F (17.1°C5) at Naples Capodichino: a permanent gap of 25°F. In February the mean up there is 24.1°F (-4.4°C), in July 53.4°F (11.9°C4).
January runs from 25.0°F (-3.9°C) at Passo Rolle to 52.5°F (11.4°C5) at Trapani. July average highs run from 61.2°F (16.2°C5) at Passo Rolle to 90.1°F (32.3°C5) in Florence. Those two ranges, not the season names, are what an Italian itinerary has to work with.
The shoulder season is not emptying
The American share of nights in April, May, September and October has fallen for three years: 40.8%6 in 2023, 37.8%6 in 2024, 35.2%6 in 2025. The rebound after 2021 has been reabsorbed, and 2025 was the most summer-concentrated year of the series.
The advice to come in May to avoid the crowds is therefore selling a trend that the data does not show. Shoulder months are still a third of the year in absolute terms, which is a different and true statement.

39.7%7 of American nights fall between June and August, and 25.1%3 in the low season months of January, February, March, November and December. The single peak month is July, at a higher share than August.
